Banking reform unlikely under the Tories because the majority of their donations come from the City

Research from the Bureau of Investigative Journalism reveals that 51% of donations to the Conservative Party comes from hedge funds, financiers, private equity firms and others in the City.

In 2012 some commentators suggested that Cameron might be thinking of a deal with Clegg that political parties could be state funded in return for his support on boundary changes.

All that seems unlikely now especially since most Tories want to maintain their position as the richest political party. Banking reform is destined for the long grass.
